The short answer
A two-door building due east of the black tower. The left path shows a string of symbols; the right path has a pin board and tiles. Use the glass wall and the lights to transmit the correct symbol order across, then recreate it on the pin board.
The third variation on the silent room - except this time the communication tool is a lamp.

Each of you takes a path
The building has two doorways; one player goes left and one goes right. The left path can see a string of symbols, the right path has the pin board and the tiles.
Schematic: the one-way information chain of the linked rooms. Each player sees one tile of the sequence, information travels down the chain in one direction only, and at the end everybody submits at once. - 2
Transmit the order through the glass with the lights
A glass wall separates the two paths, and you signal through it with the lights. Agree the numbering first: how many flashes means which symbol.
Faster:Set the code first: one flash is symbol 1, two flashes is symbol 2, and so on. Far faster than inventing it live.

Recreate it on the pin board
The player on the right places tiles on the pin board in the order they received. Correct sequence and it is done.

Where this solution came from
The GameSlayer gives the location - the two-door building due east of the black tower - and the mechanic: symbols on the left path, pin board on the right, order transmitted through the glass wall with lights.
Puzzles in this game are not assigned in a fixed order: most of them reward the same generic red gourd, so you can clear any set of challenges around a tower. That is why two guides list different puzzle line-ups for the same tower — neither is wrong. Unless a coordinate is credited to a named source it is a community measurement, and later versions can shift it; once you are in the area, trust the landmark over the number.
